Auctions in Latvia

Latvia digitised its auctions early and did it properly. Enforcement sales, insolvency sales and disposals by state and municipal bodies all run through one electronic platform operated by the Court Administration, open to registered users whether they are individuals or companies, residents or not. For a market this size that is unusually clean — there is no scattering of bailiff websites to trawl.

Alongside the platform sits the official gazette, which carries the statutory announcement that has to precede a sale. The two serve different purposes and it is worth knowing which you want: the platform is where you browse and bid, the gazette is the authoritative record of what was announced and when, with an archive going back to the early 1990s. If you are checking whether a sale was properly advertised — or looking for something that has already closed — the gazette is the place.

For a foreign buyer the practical barriers are modest by regional standards. Registration is open to non-residents, and the process is documented. The language is not: notices are in Latvian, and the auction terms in them govern the deposit and the deadline. As in every enforcement market, what transfers is the debtor's position, so the land register rather than the listing is what tells you about charges and occupancy.
