Izsoles.ta.gov.lv is Latvia's state electronic auction site, held and administered by the Court Administration (Tiesu administracija) in Riga. Sworn bailiffs (ZTI) and insolvency administrators (MPA) publish enforcement and bankruptcy sales here; municipalities, state agencies and state companies use it to sell their own assets. About 466 property, 115 movable-goods, 34 lease-right and 2 asset-set auctions were live when checked.
What you can buy
- Repossessed housing: flats sold for creditors such as AS SEB banka, AS Rigas namu parvaldnieks or AS Amber Assets - a 24.9 sq m Ventspils flat at EUR 8,800, a 60 sq m three-room Riga flat at EUR 43,100.
- Land, buildings and garages: forest and farmland plots, a 1,761 sq m administrative building near Daugavpils at EUR 117,200, a 39 sq m Broceni garage at EUR 2,600.
- Farm and forestry machinery: a McCormick M130 and a Massey Ferguson MF 6713 tractor, PONSSE WISENT 8W forwarder and FOX 8W harvester, a 2016 van with a damaged particulate filter at EUR 3,200.
- Public-sector surplus: a VAS Latvijas Pasts lot at EUR 294,000, VAS Latvijas gaisa satiksme equipment from EUR 2,620, municipal machinery from Aizkraukle and Madona, and Latvijas dzelzcels station buildings at EUR 115,000.
- State-forfeited valuables: loose diamonds of 0.71 to 1.02 ct from the state company VAS Valsts nekustamie ipasumi, from EUR 2,625.
- Lease rights and shares: Riga City garage leases from EUR 67.20 a month plus VAT; capital shares and securities have their own category.
How the bidding works
Individuals and companies may both bid, but you must first register in the Auction Participants Register with a latvija.lv identity tool (eParaksts, eParaksts mobile, eID Scan, Smart-ID or Latvian internet banking). Without one, you must appear before any sworn bailiff or insolvency administrator with a valid ID document to get a username. Per lot you pay a 10% deposit of the valuation into the organiser's State Treasury deposit account plus a participation fee to the Court Administration; the organiser checks the payments and authorises you within five working days. Real estate and movables valued at EUR 10,000 or more run 30 days, cheaper movables 20 days, closing at 13:00; a bid in the last five minutes extends the clock by five minutes. Bids are ascending, must beat the start price, must match the published step and cannot be withdrawn. Second auctions in a personal insolvency run with a descending step that reaches 10% of the start price by day 20, after which ascending bidding resumes to day 30.
What to check before you bid
The interface switches to English, but every notice, valuation and attachment is in Latvian only. VAT depends on the seller: bailiff sales of a debtor's property usually state that the price is not subject to VAT, though some lots do carry 21%; municipal and state-company lots are quoted net of 21% VAT; state-forfeited goods carry none. The winning payment must reach the bailiff's Treasury deposit account in one transfer from an account in your own name, or it counts as non-payment. Deadlines differ: bailiff real-estate purchases run to one month from the close, state agencies allow three to five working days, and forfeited goods must be prepaid in full within two working days of the invoice. Treasury transfers clear only on working days, so send fees at least two days early. In compulsory sales the participation fee is not refunded if the debtor pays off the debt and the auction stops. Machinery is sold as seen, with a brief defect note and viewings by appointment where offered. There is no saleroom: inspection and collection addresses come from the individual notice.
