Ukraine has two large state auction systems and they do different jobs. SETAM, run under the Ministry of Justice, sells property attached by the State Enforcement Service — the debt-recovery stream, plus voluntary sales, bank asset disposals and assets managed by the state seizure agency. Prozorro.Prodazhi handles state and municipal property, and a network of accredited private marketplaces resells its lots under different brands, which is why the same asset appears on several sites at once.

Fractional ownership is the feature of this market that catches outsiders. Ukrainian enforcement regularly sells a share of a property — three eighths of a three-room apartment, say — which makes the buyer a co-owner rather than an owner, with everything that implies for possession and resale. The notice states the share; the summary card often does not.

The war shapes everything else. Where a lot physically sits determines whether it can be viewed, whether it can be collected and whether taking possession is realistic at all, and that varies sharply by region.
