SETAM is the Ukrainian state's electronic trading system for seized property, operating under the Ministry of Justice. It is a separate channel from Prozorro.Prodazhi, which handles state and municipal asset sales: SETAM's job is the property that the State Enforcement Service has attached, plus voluntary sales, bank asset disposals and ARMA-managed seized assets.
What you can buy
- Real estate — including fractional shares of apartments, which are common in Ukrainian enforcement.
- Vehicles listed by make, year, registration and VIN.
- Electronics and consumer goods.
- Industrial goods and equipment — gearboxes, plant, machinery.
- Trade stock in bulk, down to hundreds of units of unused perfume.
- Land, through dedicated land auctions.
- Jewellery and precious metals.
How the bidding works
Lots carry a starting price in hryvnia and a countdown to the auction opening. The site separates the procedures it runs and publishes the rules for each: realisation of seized property, voluntary sale, bank asset realisation, ARMA assets, land auctions and free transfers. Registration is required. The platform publishes contacts for the state enforcement service departments alongside the lots, which is unusual and useful when a lot's status needs checking.
What to check before you bid
Fractional property shares are the thing to watch: buying 3/8 of a three-room apartment makes you a co-owner rather than an owner, and the notice is where that is stated. Ukraine is at war, and location, access and the practicality of taking possession vary sharply by region — check where a lot actually is. The site is in Ukrainian, and payment runs through Ukrainian banking.
