eAuction.ge

eAuction.ge is the Georgian state's electronic auction portal, launched in March 2010 by the Ministry of Finance Service Agency to sell property forfeited to the state and now handled by the LEPL National Agency of State Property in Tbilisi. Lots come from that agency, the Revenue Service, the Justice Ministry's National Bureau of Enforcement and its regional bailiff offices (bankruptcy included), city halls in Tbilisi, Batumi and Kutaisi, the National Forestry Agency and Bank of Georgia. Private sellers list alongside them.

What you can buy

• Vehicles: passenger cars, motorcycles and spare parts, plus aircraft, boats and rail stock.
• Property and land: apartments, houses, garages, commercial premises, farm and non-agricultural plots, plus lease lots.
• Machinery: self-propelled farm machines and trailed implements, construction plant, industrial installations.
• Seized and surplus goods: jewellery, precious metals and stones, clothing, mobile phones and radios, hunting and pneumatic weapons.
• Bulk materials: ferrous, non-ferrous and mixed scrap, building materials, petrol, diesel and lubricants, tanks, waste oils, scrap tyres.
• Rights and intangibles: shares in LLCs and joint-stock companies, timber and mineral resources, hunting, fishing, forestry and CITES licences, claims and receivables.

How the bidding works

Registration comes first, with explicit resident and non-resident options for individuals and companies, so a foreign buyer can hold an account. Bidding unlocks lot by lot: you pay a guarantee deposit on that specific lot before the system accepts a bid. Payment runs through cash at a Liberty Bank branch, card, the eMoney wallet opened with every account, bank transfer at least 28 hours before the close, or a bank guarantee. Formats include timed electronic auctions, Buy It Now, an e-shop, public auctions and percentage bidding, and a late bid extends the clock by two minutes. Losers who actually bid are refunded; the winner's deposit counts toward the price, and the balance deadline sits in the lot conditions. Viewing is at the place and time the lot names.

What to check before you bid

There is no central saleroom: each lot names its own location and collection address, from Tbilisi to a regional bailiff office. The deposit is forfeited if the winner fails to pay on time, and also if you pay it and then never bid; companies must store a bank account in their profile or no refund is possible. Prices are in Georgian lari, and Georgia sits outside the EU customs union, so moving goods to Europe means export formalities plus clearance, duty and import VAT on arrival; weapons, CITES items, timber and licences add permit rules of their own. The interface has an English toggle, but lot descriptions and correspondence are Georgian, and the 1420 hotline runs 09:00-18:00 local time. Lot questions go to the disposing organisation, not the portal. Access is an obstacle too: the site did not respond from western European or North American connections when this entry was written, though the state agency still links to it.

Access note: the portal does not respond to connections from outside Georgia. Foreign buyers normally bid through a Georgian representative, who also handles payment and export paperwork.
