Tbilisi Property Management Agency

This is the City of Tbilisi's own disposal platform, run by the municipality's property management agency. It is a large operation for a single city: the catalogue holds close to eighteen thousand assets in total, of which around ten thousand are on the privatisation list, and thirty auctions were running at the time of checking.

What you can buy

• Land plots — more than thirteen thousand of them, by far the largest category.
• Buildings and structures, and land with buildings on it.
• Vehicles from the municipal fleet.
• Office furniture and electrical equipment.
• Scrap.
• Shareholdings in municipal entities.

How the bidding works

Assets are offered either with full ownership transfer (საკუთრების უფლებით) or as a right of use (სარგებლობის უფლებით) — roughly seven and a half thousand of the former against two thousand of the latter, and the difference is fundamental to what you are buying. Lots are filtered by district: Gldani, Didube, Vake, Isani, Krtsanisi, Mtatsminda, Nadzaladevi, Saburtalo, Samgori and Chughureti. There is a map view, an instructions page and a statistics page.

What to check before you bid

Read the disposal form on every lot before anything else. A right-of-use lot is a lease, not a purchase, and the two sit side by side in the same list. The interface is Georgian only, and the legal acts governing the sales are published on the site but not translated. Registration is required to bid.
