e-Satış UYAP

e-Satış is the electronic auction portal of the Turkish Ministry of Justice, built into the UYAP judicial IT network and run from Ankara. Everything on it comes from enforcement: assets seized by district enforcement offices (icra daireleri), bankruptcy estates, and court-ordered partition sales handled by sales clerks (satış memurlukları). Physical auction halls were abolished in 2021, and since 2 January 2023 every enforcement auction in the country runs through this single portal. There is no permanent saleroom: the collection address comes from each individual listing.

What you can buy

• Residential property: flats and houses repossessed from defaulting debtors, and co-owned homes sold off to dissolve an inheritance.
• Land and commercial premises: building plots, farmland, shops, offices, warehouses and workshop units.
• Cars and light vehicles: passenger cars, motorcycles, minibuses and vans seized over unpaid debts.
• Trucks and machinery: lorries and production or workshop machinery from businesses that went under.
• Other movables: furniture, electronics and business equipment sold as movable (taşınır) lots.

How the bidding works

These are timed online auctions, not live sales. Each lot has a seven-day bidding window under Article 14 of the 2022 electronic sales regulation, and a bid in the last ten minutes extends it once, by a further ten minutes. Before bidding you must lodge a deposit of 10% of the court-appraised value (muhammen kıymet), paid through the portal into the bank account of the enforcement office running the sale by 23:30 the day before the window ends, or handed to that office as an unconditional bank guarantee letter by close of business on the last working day before it. A bid must beat whichever is higher — 50% of the appraisal, or the secured claims ranking ahead of the creditor forcing the sale — and cover the costs of realisation and distribution on top, or a second auction follows on the same terms. Individuals and company representatives both bid. Access is through a UYAP account, opened with e-Devlet, Turkey's citizen login, or with a UYAP password confirmed by SMS, an e-signature or a mobile signature. Losing bidders get their cash deposit back through UYAP once the result record is published. Anyone bidding through a representative, or jointly with others for a share of a lot, must apply to the enforcement office by close of business on the last working day before the window ends.

What to check before you bid

The interface, valuation reports and sale terms are Turkish-only. The bigger obstacle is the account: the public site is nothing but the portal shell and a login screen, so you cannot browse listings at all without signing in, and every login route runs on a Turkish identity number, so foreign buyers usually work through a Turkish lawyer holding a power of attorney. Announcements are at least public on the state press advertising portal (ilan.gov.tr). Budget beyond the hammer price: VAT at 1%, 10% or 20% depending on the asset, stamp duty on the award, the buyer's share of the title deed fee on property, and removal or storage costs. The balance is due within seven days of the result record being published; miss it and the deposit is forfeited against the costs of sale and the lot is re-auctioned. A losing party can apply to annul the sale within seven days, delaying registration and handover. Lots sell as they stand: vehicles sit in a custodian (yediemin) depot with storage charges running, viewing depends on the office, and flats are often still occupied, with possession coming through the enforcement office once the sale is final.
