eLicitații ANAF is the online auction platform of Romania's National Agency for Fiscal Administration. The platform belongs to the Ministry of Finance, was built by the National Centre for Financial Information and is funded under the country's PNRR programme. Launched on 30 March 2026, it moved sales that once happened in person at regional tax offices onto one national site. Stock comes from assets seized in forced-execution proceedings against taxpayers with unpaid debts, and from goods seized in criminal enforcement or otherwise transferred into the private property of the Romanian state.

What you can buy

  • Cars: ordinary Romanian-registered passenger cars and vans alongside high-profile confiscations; Ferrari and Lamborghini models appeared among the opening lots.
  • Residential property: apartments, studio flats (garsoniere), houses and villas taken in tax enforcement.
  • Land and commercial space: building plots, agricultural land, commercial premises, warehouses, garages and unharvested crops.
  • Precious metals and jewellery: gold jewellery, semi-precious materials and luxury watches from criminal seizures.
  • Machinery: production and workshop equipment from businesses under enforcement, with a separate class for construction and agricultural machines.
  • Consumer stock: clothing and accessories, appliances, electronics, IT kit and alcoholic beverages, usually offered in batches.

How the bidding works

Individuals aged 18 or over, companies and entities without legal personality may all take part, and registration is free. Users with a Romanian fiscal domicile enrol in ANAF's Spațiul Privat Virtual (SPV); bidders with no Romanian tax registration, foreign buyers included, enrol through a separate web form on the ANAF portal. Authentication uses a qualified digital certificate or a username, password and OTP code. Before bidding you must pay a participation fee of 10% of the lot's starting price, refunded within five days if you lose and set against the price if you win. Auctions are timed online events lasting 5, 7 or 10 days depending on the valuation, and a bid in the final 15 minutes adds 60 minutes for the bidders who have already offered, repeating until 15 quiet minutes pass. Bid steps are fixed at 15% of the starting price below 20,000 lei, 10% up to 50,000 lei and 5% above. Lots are advertised for 30 days beforehand and viewings are booked through the platform. Winners pay within five days of the sale report, with instalments possible on seized assets: up to 12 months for movables, 24 for real estate, at least 50% down. There is no central saleroom, so each notice gives the county and address where the item is held, and collection is at the buyer's cost.

What to check before you bid

Goods sell as they stand, with no liability for hidden defects, so the viewing window is your only inspection. Once placed, an offer is firm and cannot be withdrawn. For goods that entered the private property of the state, the winner must produce tax-clearance certificates before the adjudication papers are signed, although ANAF may verify the position electronically instead. The platform publishes no VAT rule of its own; the Fiscal Code governs the regime and a fiscal invoice is issued when the goods are handed over. Unsold lots return cheaper, on two different scales: seized assets open the second round 25% below the valuation and the third and fourth 50% below, then repeat for up to a year at no less than half; state-property lots can drop by up to 75% from the fourth round on. Default after winning costs you the 10% fee plus liability for the re-run costs and any shortfall. Lot descriptions are written in Romanian, though the interface carries a Romanian/English switch.
