Licitatii Insolventa

Licitatii Insolventa is the public sale-notice board of UNPIR, the National Union of Insolvency Practitioners in Romania. Court-appointed judicial administrators and liquidators publish their sale announcements here for assets belonging to Romanian companies in insolvency or bankruptcy, so lots come out of a court-supervised estate rather than a dealer stock. UNPIR runs the board, but each sale itself is organised by the practitioner named in the notice, anywhere across Romania's 41 counties and Bucharest - around 2,300 notices are live at any time.

What you can buy

• Cars, vans and trucks: around 460 live notices at any time - Volvo XC60, Volvo S60, Ford Kuga, Ford Transit Connect, Skoda Rapid, Peugeot Boxer panel vans, Scania utility trucks and Schmitz Cargobull trailers, plus buses.
• Industrial and farm machinery: roughly 500 notices covering Case IH Magnum tractors, ploughs, pneumatic seed drills, disc harrows, mulchers, backhoe loaders, diesel generators, packaging lines, forklifts and pallet trucks, woodworking lines and a photovoltaic power plant.
• Property: some 480 listings - apartments in Brasov and Sinaia, building land and extravilan plots, commercial units in Alexandria and Arad, industrial halls in Alexandria and Lupeni, plus a few guesthouses and hotels.
• Whole businesses: going concerns sold "in bloc" (real estate plus equipment), functional assets, company shares and registered trademarks.
• Office, IT and stock: furniture, MacBooks and iPads, medical apparatus, raw materials, spare parts, textiles and bulk wine.

How the bidding works

Browsing and searching are free, and there is no buyer account - the "Autentificare membri UNPIR" login is for practitioners who post notices, and opening one requires an UNPIR registration number. You filter by category, county and keyword, then contact the liquidator named on the lot; the seller box on the listing hides the e-mail behind a reveal button and often shows "Lipsa telefon" instead of a number, while the member profile page carries only the firm's other lots. The usual format is a licitatie publica cu strigare, an open outcry sale held on a fixed date at the practitioner's office, with fallback rounds scheduled weekly if nothing sells. Bidders lodge a guarantee of 10% - of the starting price in most notices, of the valuation in others - plus the required company or ID documents, and many practitioners also sell a caiet de sarcini for 500 to 1,000 lei or charge a separate participation fee. Unsold lots are re-offered at reduced starting prices, and reductions of 50-80% off the valuation do appear. Some sessions are run online, but on outside platforms such as Azitis or over Zoom, not on any UNPIR system.

What to check before you bid

The board is Romanian-only, with no English version, and many notices simply say "verifica cu vanzatorul" instead of a price. Each lot is priced in either lei or euro, sometimes plus VAT - the Romanian notice text is the only authority on that. There is no site-wide rulebook: deposit size, payment deadlines and documents differ from one practitioner to the next, so read each publicatie de vanzare in full. Registration cut-offs range from 16:00 the day before the sale to two working days ahead. Expect to transfer the guarantee to a Romanian estate account named in the notice, and to attend in person or send a representative with a written power of attorney. Descriptions are short and come from the practitioner, viewings are arranged with them directly and are occasionally compulsory before you can register, and you should budget for the transfer and paperwork costs yourself.
